You'll earn this bad boy as a reward after you complete the Brotherhood of Steel questline, specifically after wrapping up the 'Belly of the Beast' quest. No need to scour the wasteland's corners鈥攋ust follow the Brotherhood's lead and the suit is yours.
If you're on the hunt for Ultracite Power Armor, just focus on the 'Belly of the Beast' quest from the Brotherhood of Steel storyline. You get the full set upon completion. Easiest way to land yourself in some fancy armor.
