From personal experience, I always put my PKG files into 'dev_hdd0/packages'. Never had an issue with them not showing up!

You gotta drop those PKG files into the 'dev_hdd0/packages' directory on your PS3 HDD. Once they're there, just go to Install Package Files on your PS3 XMB, and they'll show up!
