Look for missions with engineer rewards. Some Guerilla Ops will offer engineers, so prioritize those missions when you see them.
You can recruit engineers in XCOM 2 by scanning at Resistance HQ or completing certain missions and tasks that reward engineers. Sometimes you'll find them as mission rewards or in random events on the Geoscape.
Honestly, just scan all the time. You'll get engineers eventually. Sometimes you get lucky with mission rewards too.
