Dragon Ball Xenoverse 2 also has a pretty extensive roster, especially with all the DLCs added, but it still can't beat Budokai Tenkaichi 3.
From my personal experience, Budokai Tenkaichi 3 gave me the most bang for my buck in terms of character variety. I mean, even the obscure ones are in there!
