Gotta disagree slightly. While it's true vendors share caps by faction, don't forget that the Whitespring Resort vendors each have their own cap pool. So, if you're near empty with the factions, head to Whitespring.

In Fallout 76, vendors that share caps are grouped by faction. So, if you clean out a vendor's caps in the Responders group, all other Responders' vendors will also be out of caps until the reset. Each faction like the Raiders, Brotherhood of Steel, and Free States have their own separate cap pool. Always plan your trading route to maximize those cap gains!
Basically, vendors in Fallout 76 are linked by their factions. Hit one, you've hit them all (in terms of caps) till the reset!
