Make sure Adventure Sync is turned on in the settings and that you've granted Pokemon GO permission to access your location in the background.

Sometimes your phone's battery saver mode messes with step tracking. Try turning it off and see if that helps!

If your steps aren't counting, double-check that your Google Fit or Apple Health is connected properly to the game.

Steps will NOT count if the app is not running in the background, so keep it open while you're walking.
