I had this issue before. Try restarting your app or even your phone. Sometimes a little reboot is all you need!
Check if there's an event happening in your area. Niantic sometimes adjusts spawns based on events.
Are you playing in a very rural area? Fewer Pokémon spawn in less populated areas. Try heading to a park or city!
Double-check your internet connection. If your connection is spotty, the game might struggle to load Pokémon.
