Make sure you have a soldier selected with the 'Carry Unit' ability. Not all classes have it by default, so double-check your team's abilities.

You need to research and build a medikit first, otherwise your soldiers don't have the ability to pick up unconscious allies. Get that medikit ASAP!

It's a bug. Sometimes XCOM 2 just does that. Try reloading your save, it might fix the issue.

Happened to me too! Turns out you can't pick up an unconscious ally while they're in the middle of a burning building. Move them once the fire is out.
