You might be trying to evolve an event Pikachu, which usually can't evolve. Regular Pikachu evolves just fine with 50 candies!

Pikachu can evolve into Raichu in Pokemon GO, but make sure you're not trying to evolve a special event Pikachu, some of those can't evolve!

Pikachu can totally evolve in Pokemon GO, you just need 50 Pikachu candies to evolve it into Raichu. Maybe you need to catch more Pikachu?
