You must be the chosen one... for Flareon! Seriously though, it might be pure chance or maybe you have a lot of Fire-type spawns in your area.

Just evolve your Eevee using the name trick! Name it Rainer for Vaporeon, Sparky for Jolteon, and Pyro for Flareon before evolving.

Have you tried restarting the app or changing your location? Sometimes the RNG (random number generator) can be weird.

It's probably just bad luck. Keep catching and evolving other Eevees and you'll eventually get different evolutions.
