Actually, Fallout 76's greenish vibe comes from its setting and the time period it takes place in. Unlike the barren wastelands of previous Fallout games, Fallout 76 is set in West Virginia, 25 years after the Great War. This means nature has had some time to recover and begin reclaiming the land, giving it that lush, green look.
