It鈥檚 all about resources and focus. Rockstar probably saw more value in updating and releasing newer games than porting GTA 4 to the PS4.

From what I鈥檝e read, Rockstar didn鈥檛 port GTA 4 to PS4 because they prioritized other games and updates. They might have felt the demand wasn鈥檛 high enough.
