Your character might be bald because you forgot to equip hair in the avatar editor. Just head to the avatar editor, choose a hairpiece, and you're good to go!

Been there! Sometimes the hair accessory doesn't load properly due to slow internet or a temporary server issue. Just manually reapply your hair in the avatar settings.
