Check if your phone's battery saver mode is on. Sometimes it restricts background activities, which might include Pokemon GO step tracking.

Make sure Adventure Sync is enabled in your app settings. This feature tracks your steps even with the app closed.

Adventure Sync is a battery drain and isn't accurate. Best just to keep the app open while you walk.

From my experience, if your GPS signal is weak, your steps won't get counted accurately. Try moving to an area with better signal reception.
