Try restarting both your PS5 and your phone. Sometimes they just need a little reset.
Check if your phone's data plan has hotspot tethering enabled. Some carriers restrict this feature unless you have the right plan.
Disable the Wi-Fi and then re-enable it on both devices. This worked for me when nothing else seemed to make sense!
Honestly, just try moving closer to your hotspot. Signals can be finicky sometimes and a few feet can make a difference.
