It hasn't been announced yet if Payday 3 will be a PlayStation Plus game. Sony tends to reveal these things closer to release.

From my experience, games like Payday 3 sometimes show up on PS Plus, but it's not guaranteed. Check back for updates!

As of now, there's no official confirmation that Payday 3 will be included with PlayStation Plus. Keep an eye on the monthly PS Plus announcements though!
