Yep, they're random, but not completely out of your control. The kind of legendary enemies you encounter (and thus the potential loot) can vary depending on where you are and what level you are. So, keep leveling and exploring different locations for a better shot at awesome gear.

Honestly, I've found that the best way to get legendary drops is just to play the game a lot. More playtime means more legendary enemies and more loot opportunities. Keep grinding, and you'll get that sweet gear eventually!
