Nope, you can't dye armor in Fallout 4. But there's plenty of mod support on PC if you're looking to customize your look. Mods are the way to go for any wardrobe adjustments!

Short answer, no. Fallout 4 doesn't have a feature that lets you dye armor directly in the game. But hey, that's what mods are for, right? Spice up your life (and your armor) with some custom mods!
