Absolutely! If your S.P.E.C.I.A.L. stat is already maxed out at 10, grabbing a bobblehead specific to that stat bumps it to 11. It's like turning your character into a wasteland superhero. Just remember, you gotta max out the stat first before picking up the bobblehead to get that sweet, sweet 11.

Yep, they do, but only if you're already sitting pretty at 10. So, strategize before you bobble.
