Nope, crafting Fusion Cells isn't a thing. You gotta loot, buy, or use the 'Scrounger' perk to stock up. Keeps you on your toes, though!

Unfortunately, no, you can't craft Fusion Cells directly in Fallout 4 like you might hope to. However, don't lose hope because you can still scour the wasteland for them or buy them from vendors. Plus, there's always the 'Scrounger' perk to increase your chances of finding ammo in containers – including those precious Fusion Cells!

I've played through Fallout 4 multiple times and scavenging Fusion Cells has always been part of the adventure. You can't craft them, but trading and exploring for them is a whole experience on its own. Plus, the 'Scrounger' perk is a game-changer.
