Absolutely, you can show those Nuka-World gangs who's boss! Once you're deep into the Nuka-World DLC, you'll face a choice that allows you to side against the gangs. This path lets you free up any settlements that you've previously handed over to the raiders. Just be ready for a fight; those gangs aren't going to give up their grip without a brawl.

As someone who's been through this, I can confirm you can indeed liberate settlements from those Nuka-World troublemakers.
