Nah, you can't own a pet named Sparky in Fallout 4. The game doesn't let you have pets by specific names since it's more about roaming the wasteland, building stuff, and surviving rather than pet management. But, hey, you can always pretend one of the companions is your loyal pet Sparky in spirit!
No Sparky for you in Fallout 4, my friend. The closest you get to having a pet is Dogmeat, the German Shepherd who becomes your companion early in the game. There's no option to rename him or have another pet, but Dogmeat is pretty awesome on his own.
