Nah, you can't REALLY raise or lower structures like you're thinking. You can move them up or down to fit the terrain or stack them, but it's not like you're playing with anti-gravity. The game's more about placing things on solid ground, not defying physics.
For sure, you can adjust structures, but it's kinda clunky. You'll need patience and maybe a bit of a workaround to get it just right. Sometimes I stack items or use the rug trick to glitch things into place. Not perfect, but it does the job when you're trying to get that settlement looking just right.
