Short answer: No. Sanctuary remains a no-go for raider shenanigans, even with Nuka-World. Bethesda decided some places just gotta stay nice.

Nope, you can't turn Sanctuary into a raider settlement in the base game of Fallout 4. However, with the 'Nuka-World' DLC, you gain the ability to raid settlements and make them raider outposts, but Sanctuary, along with a few other locations, is off the list for raider conversion. So you'll have to pick another spot for your raider empire!

Actually, you can sorta make it feel like a raider base with enough creativity. Use the game's building and decoration options to give it that raider aesthetic. Throw in some raider-like decorations, cages, and flags. No, it's not officially a raider settlement, but hey, looks count for something, right?
