Yeah, running Fallout 4 on low graphics settings is totally doable on most PCs, but you're gonna wanna make sure you meet the minimum system requirements. Look for at least an Intel Core i5-2300 2.8 GHz/AMD Phenom II X4 945 3.0 GHz or equivalent, 8GB of RAM, and a DirectX 11 compatible graphics card like an NVIDIA GTX 550 Ti 2GB/AMD Radeon HD 7870 2GB or equivalent. If you're rocking specs better than these, you should be good to go!

Minimum requirements or not, Fallout 4 is surprisingly forgiving on low settings. Had a buddy run it on a laptop from the stone age, and it still worked. Kinda.
