Just reload an earlier save. Quests in Fallout 4 can glitch out sometimes. It's annoying but works like a charm if you're stuck.
Ugh, been there! Make sure you've actually got the quest 'Emogene Takes a Lover' active. I wandered around forever before I realized I hadn't even started it right. Talk to Edward Deegan at the Cabot House or the Third Rail in Goodneighbor to kick things off properly.
Honestly, just skip it. The game's huge, and this quest ain't worth the headache.
Use the console commands if you're on PC. Typing 'moveto quest' with the quest ID can teleport you to the right spot. Not the most immersive solution, but it beats running in circles!
