Nope, you can't occupy Boston Airport in Fallout 4 before the Brotherhood of Steel shows up. That area kinda unlocks and becomes more 'alive' once the Prydwen floats into the Commonwealth. So, you gotta wait for them to make their grand entrance before you can do much there.

Actually, you can't occupy Boston Airport before the Brotherhood arrives. It's tied to their questline, so the area remains pretty much off-limits for occupation until they show up. Bethesda made sure you get the full dramatic effect of their arrival!
