Can settlers level up in Fallout 4?

Nope, settlers in Fallout 4 don't level up like your character does. They're pretty much static in terms of skills and abilities. But hey, you can equip them with better gear and weapons to make them more effective!

Settlers can't level up. What you see is what you get, but tricking them out with cool gear makes all the difference. Plus, it's kinda fun playing dress-up with them.

Absolutely not. Settlers are as is. No XP, no leveling. But doesn't mean you can't make them look awesome.
