Actually, settlers in Fallout 4 can't use elevators. They prefer to take the stairs for that extra bit of post-apocalyptic cardio.

Nope, settlers can't use elevators in Fallout 4. They haven't quite mastered the advanced technology of pressing buttons, it seems. You'll often find them taking the scenic route instead.
