Yep, settlers can totally wear armor in Fallout 4. Just walk up to a settler, open the trade menu, and give them the armor you want them to wear. Don't forget to select the item in their inventory and hit the button to equip it. It’s like playing dress-up but with more raiders and mutants around.

Absolutely! Not only can settlers wear armor, but they can also use weapons you give them. Just make sure to also give them some ammo for those weapons (except for energy weapons, they seem to have an infinite supply of that...). It’s a great way to beef up your settlements' defenses!
No way, why waste good armor on settlers? Keep the fancy gear for yourself and let the settlers fend off with sticks or whatever. #SurvivalOfTheFittest
Actually, equipping your settlers with armor and better weapons significantly improves your settlement's defense. I decked out all my settlers in combat armor and armed them to the teeth. Raider attacks went from a nuisance to a non-issue overnight. Plus, it's fun seeing your own personal army ready to defend the fort.
