Nah, Fallout 4 doesn't let you adopt kids. You can build whole communities, fight giant monsters, and hoard an unreasonable amount of desk fans, but adopting kids isn't on the Sole Survivor's post-apocalyptic to-do list.

Actually, while you can't officially adopt kids in the traditional sense like in Skyrim, you can kinda create a safe space for them in your settlements. It's more about providing for everyone, kids included, than formal adoption. So, no adoption papers, but yes to making sure the little wasteland wanderers have a bed and some defense against radroaches!

You can't, but honestly, considering everything else you gotta deal with in the wasteland, that might be for the best. Looking after a virtual dog is responsibility enough!
