Nope, you can't adopt Shaun in Fallout 4. You're actually on a quest to find your lost son, Shaun, not adopt him. The story revolves around finding out what happened to him after the world went to pot. So, yeah, adoption is off the table since he's your biological kid!
Absolutely not. And why would you want to? The entire game’s plot is you chasing after your kidnapped son. That's like the opposite of adoption.
