Yep, you sure can! Right at the start during the character creation process, you can change your eye color among other facial features. Just make sure you're totally happy with your look before leaving the vault, 'cause there's no going back... unless you find the facial reconstruction surgeon, of course!

I remember spending HOURS customizing my character. You can definitely change your eye color. Found this neat trick where you could make your character look like a celebrity by tweaking features like eyes. So yeah, change away!
