Yes, you can drown in Power Armor in Fallout 4. While Power Armor does let you walk on the bottom of lakes and rivers, your oxygen isn't infinite. If you stay underwater too long, bye-bye Sole Survivor!

Nope, you're basically a walking tank, but even tanks need air. So yes, you can absolutely drown if you decide to take a prolonged underwater stroll in your Power Armor.
Funny thing, tried this once thinking I'd turn into an underwater fortress. Spoiler: I drowned. Power Armor's great for a lot of things, just not for breathing underwater.
You can't drown in Power Armor because you're invincible! Just kidding, of course you can drown. The suit's heavy and sinks, but doesn't supply oxygen. So, don't forget to come up for air!
