Yeah, you can actually spot Deacon spying on you in Fallout 4 before you officially meet him. He's a master of disguise, so keep your eyes peeled! You might catch him at several key locations across the Commonwealth, acting as a random NPC. So if you see someone who seems out of place, or catching a glimpse of you more than once, it's probably Deacon keeping tabs.
