Nope, you can't get a boat as a mode of transportation in Fallout 4. The game's focus is on land exploration, so while you can find boats in the environment, they're just for the scenery or part of a quest, not for sailing around.

Actually, you DO get on a boat in a quest, but you don鈥檛 really 'get' it, if you know what I mean. It's not like you can drive it around the wasteland waterways.

Lol, as much as I鈥檇 love to sail the radiated seas, Fallout 4 doesn鈥檛 let you captain a boat. However, if you're into modding, there's probably a mod out there that lets you live your maritime dreams.
