Nope, sorry to burst your bubble but Fallout 4 doesn't have the option for implants like in New Vegas. Your character customization is limited to cosmetics, gear, and the perks you choose as you level up. So, you can't enhance your stats with implants, but you can make a pretty cool-looking Wanderer with what's available!
Actually, I kinda like that Fallout 4 didn't go overboard with implants. Makes you rely more on skills and strategy, ya know?
