Nope, Jezebel stays salty no matter what you do. She's basically the embodiment of 'you can't please everyone.'
Sadly, Jezebel is one tough cookie, and there's no making her 'happy' in the traditional sense. Her main goal is to get a new body, and even when you help her with that during the 'Headhunting' quest, she doesn't really become more pleasant. Think of her as permanently grumpy – it's just her charming personality!
