Yeah, you can make your own bullets in Fallout 4, but it's not like you start right off the bat with that power. You gotta get the Contraptions Workshop DLC first. Once you have that, you can set up an Ammo Plant in your settlement. This bad boy lets you craft all the ammo you want, as long as you've got the required materials. Super handy for when you're planning to explore the wasteland and don't wanna run out of shooting power.
