Totally! In Fallout 4, you can name your character pretty much whatever you want. Just don't expect everyone in the wasteland to shout it from the rooftops. Most NPCs will stick to calling you 'Vault Dweller' or some variation thereof. But hey, your trusty robot Codsworth? He can actually say a ton of names aloud, even some pretty unique ones!

Yup, you can name your character, but don't get too wild. The game doesn't really use your name outside of some menus and your robot buddy. So, while you can be 'ThunderGodVortex47', just remember that's more for your own fun.
