Actually, yes, you can change your settlers' equipment in Fallout 4 VR, just like in the standard version. Nope, changing settlers' gears in Fallout 4 VR is totally doable. Did it last night. Just make sure you're in workshop mode, approach the settler, barter to give them the equipment, and then select the item you want them to equip. Easy peasy.
