Short answer: no painting. You get to be a wasteland architect with the building tools, though. Customize to your heart's content!

Nope, you can't paint houses in Fallout 4. What you can do is build and customize them using the workshop mode. So while you can't slap a fresh coat of paint on, you can still make that dream post-apocalyptic crib by piecing together walls, floors, decorations, and more. Think of it as your own wasteland DIY project!

No painting houses in the traditional sense, but don't let that stop your creativity! You can still create some epic looking bases with what the game provides. And honestly, scavenging for materials to build my fortress always felt more immersive than if I could just paint stuff.
