Nope, sorry to burst the bubble but you can't plant carrot flowers in Fallout 4. You can plant lots of stuff like mutfruit, tatos, and corn, but carrot flowers aren't on the gardening list. They're found in the wild, so put on your explorer hat and start hunting!

Absolutely not, and it's a bummer. All I wanted was a nice carrot flower bed next to my shack.

Sadly, no. Carrot flowers are for picking in the wild, not for planting. Wish we could, would make my settlement's garden look so much nicer.
