I've been playing all the Fallout 4 DLCs without ever being online on my Xbox One. Works perfectly. The post-apocalyptic fun doesn't need Wi-Fi!

Absolutely! Once you've downloaded the DLC for Fallout 4, you can play it offline to your heart's content on Xbox One. Just make sure you download everything you need while you're online, and you're all set for a solo adventure in the wasteland without needing an internet connection!
