Short answer: No. Long reason: Fallout 4 doesn't give us the keys to the kingdom when it comes to post-clearance renovation projects. Base Olivia? More like Base 'Oliv-outta-here'.
Nope, you can't reactivate Base Olivia in Fallout 4. Once you clear it out, it remains as is. Bethesda didn't include a feature to let players reactivate or take over locations like Base Olivia in a functional way. It's mainly for looting and quest completion.
