Nope, you can't exactly 'rebuild' houses in the traditional sense. What you CAN do is clear out the remains and start fresh with your own designs. It's more about constructing new homes on old foundations rather than fixing up the old ones.

As someone who's spent way too much time perfecting my settlements, yes and no. You can build new structures and settlements, but you can't restore old buildings to their pre-war condition. It's all about making the new out of the old!
