Absolutely! To share materials between settlements in Fallout 4, just assign a settler to a supply line. You can do this in the workshop mode. Select a settler, then hit the supply line option, and choose the settlement you want to connect it with. Boom! You've got a trading route, and now you can access your materials from any connected settlement. Remember, you'll need the Local Leader perk to start making supply lines.
