Nah, you can't "turn in" the Patriot like some overdue library book. Fallout 4 doesn't have a snitch mechanic for this particular scenario. The Patriot has his own storyline that you'll need to follow, which means making choices that affect your game, but outright betraying him in a way that gets him 'turned in' isn't one of those choices.

Actually, the whole deal with the Patriot is more about making crucial decisions rather than turning him in. Fallout 4 is all about choices and dealing with the consequences. So, you're more in for a rollercoaster of diplomacy rather than a simple betray-and-reap-the-rewards scenario.
