Nah, you can't exactly whistle for Dogmeat like you might in other games. But, if you lose sight of him, you can always fast travel to a different location - he tends to magically appear right next to you after that. Actually, you can't whistle for Dogmeat or any other companion in Fallout 4. There's no in-game mechanic for that. Your best bet is to keep an eye on him, or like the top tip mentions, use fast travel as a kinda 'summoning spell' to get him back by your side.
Wish we could whistle for Dogmeat. Would've made those lonely treks across the Commonwealth a bit less daunting. Still, Fallout 4's charm ain't in the whistling, it's in those moments of finding your loyal companion waiting for you, no whistle needed.
