Dogmeat 100% counts and anyone who says otherwise hasn't experienced the joy of seeing him fetch a weapon for you in the middle of a firefight.

Yes, Dogmeat does count as a companion, but he's special because he doesn't occupy the companion slot that human or humanoid companions do. This means you can have Dogmeat and another companion at the same time, doubling your backup in the wasteland!

Honestly, Dogmeat is the only companion you need. Who needs humans when you have a dog that can hold a teddy bear in its mouth?
